If they win tomorrow, they'll likely still be third but have an easy game at hand v Hungary. Some might think they'd have no reason to chase a high win and score many goals, but that game will be played at the same time as Portugal v France. Thus, they'll have no idea of how that game plays out and therefore no idea if a low-scored win is enough to secure them 2nd. A 2nd place finish would be prefered as the 2nd place meets Czech Republic or England (1st place in Group D) where the third place on the other hand meets Belgium or the Netherlands (1st place in either Group B or C).
In this description, I assume France defeat Hungary tomorrow which they're 1.25 favourites to do. Even if they somehow don't, some of these scenarios are still valid and there's also a general difference in quality between Germany and Hungary, so 3 goals for the Germans is very realistic no matter what.
